The 23 items are in five groups: site, access and safety, crew, materials and programme. Until they are all ticked, “Mobilised” is not offered and the job lists what is still outstanding. Each subcontractor's record holds their insurance and accreditations, such as CSCS, for your office to check against. SUBR does not verify a certificate itself: it makes sure someone in your office has, before the job can move.

Make the checks a condition of mobilising, not a reminder. In SUBR, a job cannot be marked mobilised until all 23 pre-start items are ticked, including RAMS signed by the crew and the subcontractor's compliance in date.
